if you dont know what a proxy server is its really just a filter for websites at work school or public computers preventing you to go on certain websites...
this website will easily allow you to get past those servers by creating a small "portal" to other websites. so it will tell the proxy server that you are going on this one website which is allowed. But what the computer doesn't know is that this website has a "portal" to other websites...
just try it you'll figure it out...
